ISVG's development reflects a journey from an informal international exchange during a global crisis to an expanding network focused on knowledge sharing, lifelong learning, volunteering and community service.

The organisation's future direction builds upon, rather than replaces, its origins: preserving its Scout-inspired values while creating wider opportunities for knowledge, experience and voluntary service to move across generations, professions, countries and communities.

  1. 2020

    The Beginning

    During the COVID-19 pandemic, adult Scout leaders and Guides from different countries began communicating through social media while staying at home. Conversations among trained Scout leaders from Canada, Thailand, the United States, Serbia, Tunisia, Egypt and Japan became the foundation of ISVG.

    Knowledge Sharing Across Borders

    The initial conversations developed into exchanges of Scouting knowledge and experience. Regular online conferences and training activities followed, enabling participants from different countries to learn and interact despite restrictions on international travel and physical gatherings.

  3. 2021

    Development of the International Network

    ISVG's online activities continued to expand. Records from 2021 show ISVG conducting international online workshops and appointing individuals to organisational roles, demonstrating that the network had begun developing a more structured international presence.

  4. 2021

    Institutional Development

    ISVG's published historical account records that, following requests from participants, the growing network was institutionalised as an international organisation based in Toronto, Canada, in January 2021.

  5. 2022 onwards

    Country-Level Development

    As the international network expanded, country-level structures and activities began developing in different parts of the world. This created a foundation for ISVG programmes to respond to local contexts while remaining connected to the wider international network.

  6. 2023

    Expanding International Presence

    By December 2023, ISVG's international activities had become visible across a growing number of countries. An official Brunei government publication documented ISVG activities and the commissioning of ISVG members in Brunei, while identifying Dr. Dikpal Keshari Baidya as ISVG President from Toronto, Canada.

  7. 2024–2026

    From Network Expansion to Institutional Strengthening

    ISVG continued developing country structures, leadership networks, community programmes and international connections. During this period, its direction increasingly recognised the wider potential of bringing together Scouting experience with the knowledge of professionals, specialists, educators and active or retired experts.

  8. 2026 and Beyond

    Connecting Experience, Inspiring Generations

    ISVG is entering a new phase focused on strengthening its global governance and digital presence, developing country networks, expanding structured knowledge transfer and community service, and progressively advancing its long-term educational aspiration through the ISVG Open University concept.
