ISVG's international character was present from its beginning. The organisation emerged in 2020 from conversations among trained Scout leaders from seven different countries, who connected through social media while COVID-19 restrictions prevented normal physical interaction.

This seven-person founding account is also independently recorded in a UK Charity Commission annual report describing the development of ISVG during the COVID-19 period.
Although separated by geography, language and national backgrounds, the founders were connected by their experience in Scouting and their willingness to share what they had learned. Their initial discussions developed into exchanges of Scouting knowledge and experience and subsequently into regular online conferences and training on subjects of interest to Scout leaders.
The significance of the founding group extends beyond the creation of an organisation. Their interaction demonstrated a principle that remains central to ISVG: knowledge does not need to be limited by geography, and experience becomes more valuable when it is shared.
As ISVG develops into a broader platform connecting Scout and non-Scout professionals, specialists and volunteers, the contribution of its founders remains part of its institutional heritage and should be preserved as the beginning of its international journey.
